Eötvös already recognised the importance of this issue as a minister in the Batthyány government and later addressed it in numerous works. During the 1861 Diet he helped prepare the nationality law, which, however, was never debated due to the dissolution of Parliament. This volume may be considered a summary of his nationality policy: alongside the principles of liberty and equality, he identified the idea of nationality as the era’s most decisive factor. He saw the consistent implementation of the 1848 laws and the guarantee of local autonomy as the appropriate solutions for Hungary’s nationalities. Posterity may fault him for assuming that nationality leaders would be willing to compromise.
