By the mid-1830s, several representatives of the Hungarian Reform Age opposition had become convinced that the country’s outdated prison conditions should be reformed along Western models. Besides Eötvös, Bertalan Szemere also concerned himself with the issue. In 1838 appeared the work “Vélemény a fogházjavítás ügyében”, in which the author advocated the so-called silent system prohibiting communication between prisoners. The present work was composed on the basis of that study and Lukács’s treatise “Büntető jogi theoriák”, and was dedicated to Ferenc Deák and Gábor Klauzál.
